My interpretation of Sherry Yard's description of that part of the recipe is that the folding is supposed to make the pastry less biscuity, more delicate, and sort of layered. It was a nice tender topping for the cobbler, but I am not sure if I really detected any layers in it. My hubby loved the topping and thought it was much better than typical cobbler topping.
